The product group includes cleaning products for both private and professional use – including products for cleaning hard surfaces (floors, walls, windows, kitchen surfaces and equipment etc.), for cleaning carpets and products for outdoor use such as facade washing and patio washing. This applies to ready-to-use (RTU) products, mix-it-yourself RTU products and concentrated products. Cleaning products containing micro-organisms are also included and are subject to specific requirements.
Nordic Swan Ecolabel cleaning products meet strict environmental and chemical requirements and are among the environmentally best products in their category.
The requirements include:
- Efficiency tests.
- Strict environmental requirements for chemicals, focusing on ecotoxicity, bioaccumulation and degradability.
- No use of microplastics.
- Strict health requirements for chemicals, including a ban on adding substances classified to cause cancer, toxic reproduction or to potentially damage genetic material. Also identified or potential endocrine disruptors on up-to-date lists from EU and national authorities or by classification are banned.
- Design of the packaging – including the amount as well as the type of material for the packaging.
- Promotion of responsible sourcing of renewable raw materials, and all palm oil or palm kernel oil in the product must be RSPO certified.

- Floor and universal cleaning
- Bathroom and sanitary cleaning
- Kitchen, glass, mirrors and glossy surfaces
- Outdoor and special cleaning agents
One licence can only include products from the same product group and production site. Application fees are paid per licence, while the annual licence fee is paid collectively across all licences in the product group.

* When both the applicant and the manufacturer are micro-enterprises, the fee is reduced by 50%. The definition of company size is based on EU recommendation 2003/361.
** Where audits require more than one day away from the office including travelling, Nordic Ecolabelling can invoice an additional fee of 1,115 € per extra day. Other extraordinary costs induced by the audit can also be invoiced the applicant.
*** The renewal fee only applies if the application has been signed and submitted before end of the validity of the licence. Else the normal application fee will apply.
**** Administrative tasks that takes less than 1 hour will not be invoiced.
All fees are exclusive of VAT. All information related to fees is subject to a disclaimer for errors and omissions.
The recipient is liable for the VAT according to article 56 of the Council Directive 2006/112/EC.
